CA SB 253: CARB Proposes to Push the Reporting Deadline to November 2026

On June 24, 2026, the California Air Resources Board (CARB) announced it is proposing to defer the CA SB 253 reporting deadline for Scope 1 and Scope 2 emissions from August 10, 2026 to November 10, 2026.

CARB stated that this deferral is meant to allow extra time for companies to review the final, approved regulation and incorporate clarifications before submitting their first report.

What's Changing

  • New proposed deadline: Initial Scope 1 and Scope 2 emissions reports would be due November 10, 2026 - a three-month extension from the original August 10 filing date.

  • Substance is unchanged: Scope, applicability, and the underlying requirements of SB 253 are not expected to change, though some targeted clarifications to specific requirements may be included.

  • Not yet final: The change will go through a short (15-day) public comment period and formal approval as part of a forthcoming limited amendment package before it takes effect.

What This Means for Companies Now

This announcement is a timing change, not a scope change. We don't expect it to significantly shift whether companies choose to file a full report versus an opt-out statement, though it may give some companies more room to reconsider their decision.
